Purchase methods for schools on MePA
ref. D.L. 36/2023
The MePA offers different purchasing methods to meet the needs of schools,
simplifying procedures and ensuring transparency.
Direct Purchase Order (DPO)
Mode
The ODA represents the simplest and fastest method for purchasing goods and services on MePA. The school directly selects the product or service from the catalog of an authorized supplier and proceeds with the purchase without the need to compare multiple offers.
Amounts
The maximum amount for purchases through ODA is 140,000 euros, in accordance with the community relevance threshold for goods and services.
Benefits
Speed, simplicity, and immediacy of the process.
Direct Negotiation (DN with one or more suppliers)
Mode
TD allows schools to negotiate directly with one or more authorized suppliers on MePA. Operators can be invited to submit customized offers based on the school's needs.
Amounts
It is possible to use the TD for amounts up to the European relevance threshold, currently set at 140,000 euros for goods and services.
Benefits
Greater customization of offers, negotiation of economic conditions, and more direct control over the purchase.
Request for Quotation (RFQ)
Mode
The RdO is a structured procedure that allows schools to invite at least five suppliers to submit offers for a specific good or service. The school publishes a tender on MePA, specifying the requirements and characteristics of the purchase, and then selects the most advantageous offer from those received.
Amounts
It is possible to use the RdO for amounts below the community relevance threshold, currently set at 143,000 euros for goods and services.
